Add a feature that allows to set the permissions of personal timetables or class-wide timetables so that only the permitted user can see their timetables.

Now that the core provides this, please finalise it for Chronos, @yuha. Please also try to implement the idea that the core permissions that depend on student/teacher state are influenced by Chronos data (this must be configurable in constance/dynamic_preferences to enable/disable).
