Include header box from SchoolApps

The header box in substitutions table view has shown following:

• Absent teachers
• Affected teachers
• Affected classes (now groups with class status)

added part::frontend type::feature workflow::discussing labels

changed the description

With current data model only affected teachers and affected classes can be shown.
