Having only German enabled as language does not work

I tried enabling only one langaue (German). This led to several issues:

1. On first page load, the language is still set to English from auto-detection from the browser, although English is not enabled
2. The language then cannot be changed manually, because with German being the only option in the drop-down, it is alread yselected in the UI, and thus clicking it does nothing.
