Collapse icon on progress drawer is inverted
When the drawer is expanded, the arrwo points up. When it is collapsed, the arrow points down, which should be the other way around.

As you can see, the behavior you described is perfectly fine. The icon doesn't describe the status, but the action.

Correct, the icon is supposed to describe the action.
So, if it is expaned, and my action clicking on it is collapse it down to the bottom, the arrow obviously should point downwards.
Or how exactly does an arrow pointing upwards convey that clicking it will move something downwards

The example linked by you actually expands something from top to bottom. You, my dear, reversed this, and your drawer works from bottom to top. So, apparently, that's the point where you need to turn the arrow as well…
