Add fontconfig-config config

mirabilos requested to merge tg-configure-fontconfig-config into master
  • set hinting type Native instead of autohinter (actually the default, but that may change every so often)
  • disable blurring (subpixel hinting) by default
  • enable using bitmap fonts

XXX TODO: do this in the chroot as well (if I figure out how; to be Nik-ised)
