Support default dashboard for anonymous users
We could support a default dashboard for users who are not logged-in, in order to use AlekSIS as a kind of portal.
Implementing this involves doing "the right thing" with the privilege/rule to view the dashboard.

If an anonymous dashboard is enabled, there is no menu entry for it, so you cannot access it without knowing the URL

When it's enabled, the dashboard is shown instead of the login screen, so at the base url.

But if you click on "login" but then decide to go back to the dashboard, there is no other possibility other than going back using your browser history. This doesn't seem right to me, I'd prefer another entry in the menu

That only requires fixing the validators of the menu entry and should indeed be done before the release.
